This is the old Pennsville (New Jersey) Elementary School. It is being used now as an office building by the township school administration A watch tower was located atop this building during WWII and for some years after. The watch tower was used by members of the Ground Observer Corps to watch for and report all aviation activities in the area. One had a good view from the tower all the way across the Delaware River to the airport at New Castle, Delaware, down-river to the Delaware Bay, and up-river to the DuPont Chambers Works at Deepwater, New Jersey and to the shipyards at Wilmington, Delaware.
